Also because you were outside of the enforcement boundary, the PCN issuance was from the start "wholly unreasonable" and the Claimant should NEVER have got your DVLA data. At all...
There was no 'reasonable cause'.
The PCN was effectively illegal data abuse and harassment.

You need to take theirs and yours, and your defence. All paperwork - ALL EVIDENCE.
