Please read the NEWBIES FAQ Announcement, second post, where you will find advice on responding robustly to a Letter Before Claim. And yes, this is the step before the issue of a County Court claim against you. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

@Coupon-mad
I meant the dispute form.
The letter mentions that I need to dispute the claim within 30 days or they default to CCJ. Im not sure about the credit score threats. If its scare they've been bloody successful :-P0 -

But I've no idea why you bothered downloading that, given you aren't following their instructions.
You are following ours.

Alright, will read the newbies thread again but a bit of a revision.
Is the plan of action still do nothing?
Do AI need to use the time gather Information of any kind ?
Would it go to CCJ considering I've paid part of of the fee and it errored for the rest ?
Would I need a lawyer if it goes to CCJ ?

Your reading should have advised you that you cannot just get a CCJ; there has to be several steps before then. LOC, court claim form N1, AoS, submit defence, N180 (DQ), witness statement, hearing, WIN! And even if you lose, providing you pay what the judge states before the deadline, still no CCJ. You will not need a lawyer/solicitor, you are in the right place for advice.2

Alright, thanks for the reassurance. Will read up and be back if I need something.0

Just checking if I have to take any action here, do I need to reply to the LBC letter?
The NEWBIE thread says send a robust reply but @Coupon-mad says, do not reply.
If I have to reply, Im not sure where this reply is to be made, the LBC letter instructs that I can dispute online by creating an account with GLADSTONES(no idea whrer that leads).
Just to reiterate, I was sent a PCN, I disputed it with CPM and it was rejected. The attempt to cancel using the building failed. I have made no attempt to challenge it under any other scheme. I received some debt letter, which I ignored as per instruction. Im just very puzzled by all the possible actions.

Whether you do or don't respond to an LoC doesn't really matter much. A robust response is just telling them to either put up or shut up. If they are going to put up, then they should provide strict proof of their clients claim.
If you ignore it, as advised by @Coupon-mad, then just follow the advice of one of the most respected and long serving members of this forum.2
