PCN Charge - Ocean Parking - Border Retail Park Wrexham

Only PII has been redacted on the below PCN notice, this is the first correspondence we have received from these parasites. The 2nd timestamped image (of us leaving) are as it was on the original PCN, No editing, should they not have shown images of both number plates?

I parked here when the disabled wife and I went to Burger King for a quick meal, after which we visited B&M stores in the same complex, I went to examine the sign and it says 90 mins max at the time we visited, disabled concessions do not apply, all the other car parks in the vicinity are  for 2 hours or more, I honestly NEVER knew that there was a time limit on this car park, never noticed the signs, (we have been using this car park for years). Any information as to how to deal with this will be greatly appreciated.

    Hello and welcome.

    That PCN is addressed to 'The Company Secretary'.

    This will be easy to beat as long as the driver's identity isn't disclosed.

    You need to be reading the opening post on the NEWBLIES thread.
    Towards the bottom of that post is a template appeal tailored for your specific situation.

    We've had a case a few months ago for this site. The OP was advised to contact the site's Managing Agent whose name was prominent on the totem sign at the entrance to the site. Previously I think it was UKPC not Ocean involved, so a change of PPC, maybe a change of MA.  

    Go check that totem, then complain to the MA, quoting your wife's disablement and the requirement of the Equality Act 2010 for reasonable adjustments (and exceeding the max 90 minute stay by a few minutes would surely come within scope of this legal requirement) and ask that they get the charge cancelled. 

    Noticed the 'Dear The Company Secretary' - is your vehicle a lease vehicle?  Have Ocean previously written to a leading company who have then transferred liability to you?  If that's not the case, what is the name of the registered keeper shown on the V5C (logbook), because ordinarily the Notice to Keeper (NtK) is addressed to a Mr, Mrs, Miss, or Ms?

    The vehicle is in fact a Mobility vehicle. Is this PCN charge a NtK? I thought it would be a different letter

    Nope, the first letter is the NtK. If the vehicle is in your wife's name, everything must be done in her name. You can do the work for her, but in her name. We've had cases previously where well-meaning partners/spouses have decided to be the knight in shining armour, only to fall off the mule and end up (along with their partner/spouse) with their noses in the mire!

    Nope, the totem sign usually at the car park entrance which lists the shops on site and the name of the MA - often at the bottom of the sign.

    Here is a close up of the bottom panel on that totem sign...


    No change of MA. JLL have been in charge since at least 2014 (again, according to GSV).

    That wasn't the sign we said to look for!

    That's the parking firm's own sign.  You won't often find one of those with the landowner's name on.
