Given the change of PPC, I'd go back to check that MA. They sometimes change and bring in their own PPC. Worth a check if you're passing by.Please note, we are not a legal advice forum. Every single one of the 'terrible' reviews is about parking charges.
Of course it is possible that led to the change of parking operator.2 -
i read through the link that C-M shared and in it it stated that emailing MP, car park operator and also the MA, I have been onto JLL's people finder for Manchester and there is so many people to choose from, so many different departments, how would I know I have picked the right one to send the email to?0 -
Or just ring them on Monday morning and ask who is responsible for the aggressive parking enforcement at (site) because you wish to complain.
If it's no longer JLL they'll say that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Final received a reply today, they're not budging, here's the letter...PARKING CHARGE NOTICE APPEAL – PCN NUMBER OPxxxxxx POPLA VERIFICATION CODE: xxxxxxxxxx Dear Sir/Madam,Your appeal against the Parking Charge Notice (PCN) issued for the alleged contravention of Exceeded Maximum Stay Period at Border Retail Park on the 17 Oct 22 has been considered by our appeals team, having reviewed the evidence and the details supplied by yourself your appeal has been rejected.Your appeal has been rejected for the following reasons:• On 17 Oct 22 at 17:50 this vehicle, Registration xxxxxxx, entered Border Retail Park and did not exit the site until 19:34 exceeding the 1 ½ hour maximum stay period.• When parking at Border Retail Park the driver of this vehicle agreed to pay a Parking Charge of £100 if they did not park in accordance with the terms printed on the contractual warning signs.• The contractual warning signs in place state: 1 ½ Hour Maximum Stay between the hours of 7.00am and 9.30pm. Your vehicle was parked in contravention of this term of the contractual warning signs.• There is an entrance sign and approximately 28 signs located throughout the car park. • The contractual warning signs clearly state the parking restrictions in place and the cost of non-compliance at this location.• You have failed to provide any evidence to support your appeal. • The free period on the customer only car park is 1 ½ hours, as stated on the contractual warning signage in place, however as already shown this vehicle was on site for 1 hours 43 minutes, therefore exceeding the ‘1 ½ hours maximum stay period’ allowed and parking in contravention of the Terms and Conditions of the car park.• There are 28 signs in place at Border Retail Park, therefore if you have failed to read or chosen to ignore the contractual warning signage in place, Ocean Parking cannot be held responsible for this, nor is this due to the signage not being clear or visible.• You have failed to provide sufficient evidence to support your 1 hours 43 minutes stay on a customer only car park.• You have stated you are a blue badge holder; you have failed to provide any evidence ofthis. However, the Postal PCN was issued through ANPR Cameras, we would therefore notbe aware if a Blue Badge was displayed within the vehicle, nevertheless this would notnegate you from the parking restrictions in place.• It states in ‘The Blue Badge Scheme: Rights and Responsibilities in England’ -“A Blue Badge will help you to park close to your destination, either as a passenger or driver.However, the badge is intended for on-street parking only. Off-street car parks,such as those provided in local authority, hospital or supermarket car parks are governed byseparate rules”.• We provide Disabled Bays at Border Retail Park, and although there is no charge to park onthe site, the parking Terms and Conditions stated on the contractual warning signagethroughout site, should be adhered to. You parked in contravention of this, as you exceededthe ‘1 ½ Hour Max Stay’ period allowed.• Being a Blue Badge Holder does not justify a 1 hours and 43 minutes stay on site.• The details stated within your appeal do not negate you from the parking restrictions inplace, nor do they mitigate the issuing of your PCN.• Customers of the on-site stores can use the car park for up to 1 ½ hours, however as yourvehicle was on-site for 1 hours 43 minutes, you have exceeded the maximum stay periodallowed, therefore contravening the contractual warning signage in place.• Ocean Parking have a contract with the landowner to enforce the parking terms andconditions in place, and you parked in contravention of those terms. Our Signage clearlystates the parking requirements and the costs of non-compliance.• You have failed to provide any evidence to support the claims within your appeal.• Ocean Parking would therefore conclude that this vehicle entered site and remained on sitein contravention of the contractual warning signage in place, and that this PCN was correctlyissued.Photographic evidence supporting the issue of this PCN can be viewed by following the link andentering the vehicle registration and PCN reference number; https://oceanparking.ec6pay.com/ .Copies of these photographs are also available upon request.As you appealed within the 14-day discounted period the parking charge amount has remained atthe reduced payment amount of £60, the amount due will remain at the discounted rate for afurther 14 days from the date of this letter. After the 14 days the full amount will be due andpayable.This decision is final, and no further correspondence will be accepted by Ocean Parking regardingthis appeal, therefore you are requested to now submit your payment of the monies owing.You now have several options from which to choose:1. Pay the parking charge2. Make an appeal to POPLA - The Independent Appeals Service by making your appeal online at www.popla.co.uk a. Your POPLA verification code is: xxxxxxxxxx. Please be advised that if you opt for independent arbitration of your case, the ability to pay the parking charge at the reduced rate of £60 will immediately end. If you opt to pay the parking charge you will be unable to appeal to POPLA. If you wish to appeal to POPLA this must be done within 28 days of the date of this notification.b. By law we are also required to inform you the Ombudsman Services (www.ombudsman-services.org/) provides an alternate dispute resolution service that would be competent to deal with your appeal. However, we have not chosen to participate in their alternate dispute resolution service. As such should you wish to appeal then you must do so to POPLA, as explained above.3. If you choose to do nothing, we will seek to recover the monies owed to us via our debt recovery procedures and may proceed with Court action against you.This letter and all other correspondence received in relation to this PCN may be used to form part of our case for court action if necessary.
