    And even if it is slightly more than 7 days it is unlikely that they will have started court proceedings on day 8; if you return the form asap it is still likely that you will end up with a fixed penalty/course for the traffic sign offence rather than a prosecution for the more serious offence of failure to name the driver. If you want to check this before you send it back, Google finds these phone numbers for the Met's traffic offence unit, or you could try 101.

    Whoever proof-read that letter wants sacking.  "Drive on road other than motorway", "Fail comply with ..."
    I'm assuming this is indeed a genuine letter ????

    I didn't know you could be prosecuted for driving on a road other than a motorway!

    Is there any way I can appeal this, re the Postal strike?

    I'd like to just pay the fine

    That letter is saying you have 7 days to fill out the form.  It's now been 4 days since your first post.  If you want to avoid going to court, you're running out of time.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    Unless I’ve missed something, there is nothing to appeal yet.

    They don’t know who was driving until you name them. But if you don’t do that ASAP,  they will certainly prosecute you.

    Fill in the form saying that it was you driving. Attach a covering letter explaining that it is late because the letter arrived late, apparently due to a postal strike. Send it straight away. Do not spend another few days procrastinating and asking what to do on internet forums - the longer you leave it, the less likely it is that they'll accept a late nomination.

    Hi, this letter says if you provide requested information in time the driver may be able to go on an educational course instead of paying a penalty and having points on their licence. Only available before 26.11.2022.

    (I'd keep trying, I really would.)

    So if you've already filled in the form or do it now, you may not have to pay or have points on your licence?

    Can you explain to the OP for their benefit why they may need not pay?  Courses aren't free.
