Whilst I agree it could be a signal/sign offence rather than speeding if you read the OP the latest letter appears to be the first. The OP said they never received any letters so how can they be identified as the driver and offered a course or FPN?Jumblebumble said:

Letter asks who was the driver
I filled in the form and said I was the driver and am also the registered owner.
Indicates I will be prosecuted as did not reply to first letter, and did not reply to 2nd letter within 7 days, due to postal strike.
Letter has been sent, I'd just like to pay the fine, and not get prosecuted.

that offence, but being prosecuted does not mean you have to go to court. If you plead guilty it will be dealt with by post.
However, since you have named yourself as the driver then you may also be charged with the speeding offence, in which case not going to court would result in nine points on your licence, plus two fines, victim surcharges and costs.
I would suggest you wait until you receive the court documents, and then go to pepipoo.com for expert advice.

Who mentioned failure to identify the driver?
The OP for all we know could have been offered a course or FPN and did not reply in time and now is being prosecuted1 -

Have the 7 days from date of that letter expired? If not then it seems to be saying that they're giving you additional time to respond before starting court proceedings, so why not respond?Jenni x0

Could just be legal speak. Sounds like the suspect was driving on a road (but not a motorway) and ignored/missed a filter arrow?
