Submitted my evidence on Friday, deadline was today.
Low and behold received an emailed today from DCB stating that they are are discontinuing and have filed a N279 Notice of Discontinuance at court lool4 -

ANOTHER DCBLEGAL /UKPC DISCONTINUANCE BITES THE DUST!
And we sincerely hope @Bobby2k2 that you are au fait with the need to respond to the final Government Public Consultation?
Hopefully - amongst all the political disruption - it will be open later this year.
We all need to ram the nail in the coffin of the false £70 'DRA fee' add-on, that actually funds the court claim and toxic CCJ culture, as well as the DRA gaslighting of people.
If PPCs manage to turn around the decision on banning the gaslighting / claim-funding 'fees' then the DLUHC will be rubber-stamping £200 parking charges and if that happens, they (Government) and the PPCs will wreck high streets and people's lives. Whoever is responsible, if that happens (and it very nearly did in 2021) must hang their heads in shame.
Just checking you are among those ready to respond to the questions as you have repeated personal experience of how this crap feels?

PS - Any advice on what I do about my outstanding costs from 2017 and this claim?
I stated the following in both my witness statement and costs schedule:
I will require a costs hearing to settle the outstanding costs from both claims at once, even if the Claimant discontinues.
Do I just wait to hear from the court?

You could bring your own claim against DCBL BUT IS IT WORTH it for a couple of hundred quid.
What you can relish in is that you beat a money scammer, DCBL chickened out ... AGAIN, MORE UKPC RUBBISH
Yes you can sue DCBL for your costs and unreasoable behavior
£25/£30 to raise a court claim using the same tactics as DCBL, PLUS A LETTER BEFORE CLAIM
No harm in trying, you don't have to be a legal to attack this bunch
