Just had a newsletter,  makes clear that you can post anywhere in the whole "letter" area of your postcode. This makes a difference to me, as I was sticking to the first half of the post code, now I can be miles away and it will be fine. (I live almost at the south eastern most tip of my post code area.)
Good newsletter too. Proves they are monitoring this forum.

That's a bit silly, as for me that first letter covers 79 postcode areas and 15 towns which isn't exactly narrowing down their service standards at all, is it?

The Royal Mail using the first set of letters/Postcode area to publicly  measure results as that is set by Ofcom.

You can see the results/breakdown at https://www.internationaldistributionservices.com/en/about-us/regulation/quality-of-service/

Yep, that’s what I thought. Means I can post anywhere in Northern Ireland, even though that might be 100 miles away from where I live and could be somewhere extremely rural, which is likely to have very different issues to what I experience in a city.

I would guess that wherever you post it will get taken to the same sorting office. Where I live the next postcode area closed its sorting office so all their post is taken to ours anyway, so local mail can take a 60 mile round trip.

Received a "fee to pay" from the postman today.

I've raised a ticket asking Spectos what they would like me to do with it. Told them that if it was from them, they need to decide and let me know. If it isn't from them, or they don't know, then I won't be paying or collecting the item.

Seems to be happening more and more. At least you can use some of your stamp stash to receive the item and get reimbursed with points.

Do I need them to approve it first?

I suppose you should wait now you have raised a ticket. They either have a useless company despatching parcels or are doing it deliberately to test the process.
I would probably have paid with stamps and claimed afterwards. Did that with an ebay seller once. Took photos of the RM card and the parcel when it arrived as evidence and got a cash refund.

Their response to my query. Because they have no way of realistically knowing if the parcel is one of theirs or not.

”You can pick up the item from your delivery office.

If it turns out to be a test item from mailagents, we would reimburse you with the equivalent points added to your account.

In this case, please send us a clear photo of the envelope and the i.code as well. ”

I wasn’t expecting anything I had ordered,  am 99% sure it’s from them so I used my existing stamps to pay to have it re-delivered.
Working on the basis that it’s one way of having some of my huge surplus of stamps transferred into cash I can use for something else.
