Yes, if people don't send a WS, or don't turn up, or if a Judge decides the signage was clear and a breach occurred.
You will get their WS next week and probably that's when your court paperwork says these bundles are due. Both sides have the same deadline.
You do need to re-read the second post of the NEWBIES thread because you are currently not following the forum advice. Hopefully we've averted disaster for you now.
But DON'T use the old WS example in the NEWBIES thread of course.

I gave you the link to the profile of the person whose WS you should use, if that's what you mean. The profile shows you their discussions.
We want you to be more confident about using the forum for research because that's why we have a 99% win rate. We give everyone the tools to research but generally, we'll signpost how to find something but we stop short of just feeding newbies easy links to threads... because that's how people end up going off piste on here and overlook the advice they were meant to read.
There is no rush. Tonight you'd be using your time far better by re-reading the NEWBIES thread section about what happens when.

Let’s hope the 99% win rate works even in court. As I’ve followed everything this site advices to do, not pay, challenge and follow the process and it will hardly ever end in court. Well I am being summonsed to court. The only thing I’ve missed so far is the bundle part. So hopefully I will do this tomorrow and submit in time. Following these guideline I just hope I’m not the 1%. But thank you for your advice - I’ll follow it and fingers crossed. I’ll update with the results.0

Thats good that rate is so high. This should give me confidence then. I have got a letter from the county court requiring me to attend on a day and date - I apologise if this is not the technical term for a summons - but it sure feels like it! However all the reading i have done on this site (and I have done a lot of it) does say that it is very rare that they will pursue a PCN In court. I’m still shocked it’s come this far. However, I’m at the place I am. So thank you for pointing me the way towards the bundle. I will address this tomorrow . Thank you for all your help.0

It is pretty rare, overall.
There are ten million (mostly unfair) PCNs issued by this rogue industry most years now.
But only 11000 - 12000 parking case hearings p.a. A tiny percentage.
