Yes, you can. I had two until I switched one away.

Yes, you can have as many as they'll let you open.

The bank switch wars have started! Unfortunately if you've used all the other offers recently, this one probably is the one left for most of those serial switchers

Does the above imply that you must start the switch process straight after the account is open (there is an option), I started too but noticed that the switch completion date can only be maximum thirty days ahead, so I stopped. Need to setup direct debits in the donor account first.

No, you're not eligible.  The conditions say that if you've previously had a switching bonus from TSB you can't have this one:

"You’re not eligible for this offer if you’ve previously received an incentive or benefit for switching to TSB Bank plc using the Current Account Switch Service."

And for the real question - will TSBs IT systems be able to detect and apply the eligibility criteria correctly...

I know you have to switch/set up 2 direct debits, but they don't have to be active  every month until the payout right?  You can set up the dd just for the switch then cancel them once one payment has been taken out?
