I challenged the landowners and got this unhelpful reply, again, they cannot do anything. I suspect this is a good source of revenue for them.

Refusing to cancel because it's gone to their legal dept is CEL's way of isolating consumer victims and shutting out the landowner.
I'd be asking the landowner to consider cancelling or (at the very least) giving notice and not renewing this onerous contract, that operates aggressively and wholly against the interests of themselves and consumers.
On what possible planet do they think this level of unstoppable threat is acceptable from a mere agent? Why on earth would they continue to blindly cede this much aggressive litigation power to an ex-clamper with an appalling reputation/reviews, and whose Head of Legal used to run disreputable lending rip-off firm, Wonga's Legal Dept which was reportedly being investigated by MET Police when Wonga went into administration? Did no-one Google CEL or Scott Wilson before signing up?
Signing a contract that lets the likes of CEL continue their 'conveyor-belt to court regime' even when the principal wants a PCN cancelled for a genuine person, is letting the tail wag the dog. The contract should never be renewed because this is ruining people's lives and the landowner's reputation.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The website Creativecarpark.co.uk belongs to Creative Car Park Ltd, not CEL; so, why is a different company dealing with this?2

@Castle - I have not idea as on the CCBC its ce-service.co.uk but the turds from the Rex Centre have passed me onto the other company.1 -
This is the reply I got as I had asked them to cancel it @Coupon-madYes - but my next suggestion is different and designed to make them re-think this contract, and to consider kicking CEL out.
