    That 17821 looks correct  -

Send a copy of this to SSE

If they accept this your consumption is about 4100 units   cost £760 add s/c and VAT £850    You have paid £350 so would still owe £500.

Electric heating -  what form ?  Panel heaters ?

£39.99 might be OK for electric in a gas heated flat  but not for any form of electrically heated one.
Never pay on an estimated bill. Always read and understand your bill

What do I do now? Sorry I’m just so lost when it comes to those things. Do I contact sse and tell them the first reading they have when I moved in is incorrect?
    Yes.
Can you post a photo of your previous bill(s), not just the most recent one?

You were using £115 a month and paying £40, but as long as you can prove that opening reading then you should be ok, you still owe them some money though and If you are paying octopus £66 a month then that is not enough either.

So there’s an electric switch which controls the heating and hot water. It’s a communal boiler. We were advised to keep that switch on at all times. With the heating there’s a thermostat to control the heating.

The most useful one would be the first one. It will show what reading SSE used to open your account.

There's a "heat meter" reading on the Housing Officer's notes, which suggests a district heating system of some sort.

So you pay for your heating separately?

Have you read your meter since you moved to Octopus ?

1782 - there's what they think was the actual opening reading. (on 17 May 2021).  Someone has missed the '1' off the end.

9 units a day is a little over average = 3300 kWh a year = over £1000  or about £90 a month - so you will be underpaying Octopus.
