Paragraph 3 is:
3. Before commencing proceedings, the court will expect the parties to have exchanged sufficient information to—
(a) understand each other’s position;(b) make decisions about how to proceed;
(c) try to settle the issues without proceedings;
(d) consider a form of Alternative Dispute Resolution (ADR) to assist with settlement;
(e) support the efficient management of those proceedings; and
(f) reduce the costs of resolving the dispute.
so the only one they are referring to is d - which you have considered, but as there is no settlement here, you have decided not to proceed.

That doc also goes onto list the protocols in force - none of which cover what they are claiming for -perhaps you should respond by pointing them in the direction of section 182
