    Good news ..... AN ADMIN ERROR ???  WHAT A JOKE ?
    This is a systems breakdown where Horizon don't have a clue that a ticket relating to a REG number has been cancelled.   

    I would still complain to the BPA asking how could this happen.  Remember they had firstly obtained details from the DVLA USING YOUR REG NUMBER and they only get one stab at that.
    That was cancelled and as everything can only be related to the reg number, especially the time and date.

    This was knowingly done and a request to the DVLA to investigate is in order.

    I would also be telling your MP about this saga and to pass this to The Rt Hon Greg Clark who was appointed Secretary of State for Levelling Up, and dealing with the new parking code of practice

    It's all becoming a complete joke.    On one hand they want a JR about the code of practice and on the other hand these bods are just proving that the code of practice is correct in the first place

    The Rt Hon Greg Clark needs all the help he can get to ensure the code as set out by Sir Greg Knight is law very soon

    Well done on highlighting this and getting it cancelled.

    With regards to taking it further, have you checked with the local planning department to see what the maximum parking time was originally stated when planning permission was approved? We see so often where the council have said, say, 3 hours maximum stay, then a PPC rocks up and then after a while unilaterally reduces it by an hour or more, in breach of the original planning order.
    Sometimes you find the planning authority stipulate a specific parking time because it is linked to a traffic management plan such that motorists can make one visit, and use other amenities nearby, in order to reduce congestion and pollution, and increase footfall and bring money into the area when people visit other businesses to spend money.

    Have you checked to see if the PPC has received planning consent for pole mounted ANPR scameras and control boxes, and advertising consent has been approved for the signs? Not having the latter is a breach of para 12 of the PoFA, and more importantly, it is a criminal offence, although only the council can pursue it.

    Depending on what you find, you may want to complain to the council and inform the Tesco CEO, and local and national press what Tesco are allowing their sub-contractor to do.

    they took 2 photos from 2 completely separate trips to Tesco, and have fraudulently claimed the car was in the car park for 7 hours. 
    Clearly this is all part of their scam, they must watch out for vehicles making multiple trips so they can do this, knowing that most people probably won't be able to prove otherwise.

    thankfully we do know how to prove otherwise, using the location tracking built into our phones. Which proves that we made 2 separate trips to Tesco and clearly shows when we arrived and left.
    So I am rather hoping they do try to take us to court, as we will make a counterclaim and provide the evidence, and then claim time/cost and compensation.

    Please can you start your own thread, on here this is known as a "double dip"
     In my opinion you should go at this as an un authorised access, processing and storing of your personal data contrary to the Data protection act (GDPR)

    We have very good grounds to understand that your systems are defective and that you are not carrying out any reasonable checks to ensure the data gathered is accurate - a key component of GDPR .
      We are considering further action against you over this data breach, however as a gesture of goodwill we are prepared to drop this issue under the following circumstances:
    A one off payment of £250 from you, or your principal (Tesco) to myself
    And the immediate  disabling followed by the removal of the defective ANPR systems
    We/I will not accept any pre conditions such as a non disclosure agreement or other such commitment.
     I trust i have your understanding on this issue and look forward to an amicable solution as outlined.
