    The date on the NTK you received is 21st July so it was probably generated before Tesco got the first number cancelled.

    But because it is still showing as due on the website, take a copy of it to Tesco and ask them to cancel this too as it is about the same incident but has slipped through the net based on the bad luck of the date when liability was transferred.

    I dont think that is the case. It seems Horizon Parking knew fully well the parking ticket had been cancelled, hence why changed the PCN number and tried their luck again.

    Or am i wrong?

    There is an impirtant distinction between a fine a penalty, and a parking charge notice as issued by an unregulated parking company.
    Private tickets are not fines or penalties, and if the hire company can not understand this then its the hire companies own fault
    From the Plain Language Commission:

    "The BPA has surely become one of the most socially dangerous organisations in the UK"

    I am at the mercy of the hire company. I think its standard for all lease companies to deal like this. Dont care about all this regulated and unregulated parking companies etc. To them a fine is a fine and it must be paid. 
    that is the downside of a lease car, its hard to deal with when three parties are involved

    On the contrary. Your lease firm dealt with this admirably and far better than most, who might have just paid it.

    They named you as hirer (not driver) by the way.  Hands you a win on a plate!  Well done them.

    If Arval charged an admin fee(?), they'll also likely refund it when you show them the two PCNs they got are cancelled.

    I see nothing wrong with what they did.

    In fact it's s good thing you have a lease car because you have 100% win at POPLA if you want to try!  The Notice is not a compliant NTH so you can't be held liable as long as you don't say who parked and don't appeal about the story if what delayed you.

    The issue is the appalling parking industry, believe us.  In this case, they should never have issued the purported NTH because it's the same case Tesco cancelled.

    Either get Tesco to cancel it again, or follow the NEWBIES thread section on hire car appeals and learn for the experience, how to appeal and win because it will stand you in good stead to know why you have 100% 'nailed on' POPLA win, and how to repeat it next time when you get a more difficult one that the landowner might not be so happy to cancel.

    We know, but if it went to court, it would come down to a judge's interpretation of contract law.

    If your lease contract only refers to fines, penalties, and authorities, and they were to pay them and charge you for the privilege, you would have a right to refuse, or make a chargeback, or issue a court claim against them.

    Arval are members of the BVRLA which has told all its member companies not to pay PCNs, but to transfer liability, but the person in the hire company office rarely has the knowledge to understand the difference between a fine and a charge, and blindly assumes they are the same.
    Just following policy, innit?

    Sadly, it takes robust complaints, understanding the PoFA, the hire contract, and a willingness to take on the hire companies who should know better how to deal with a law that has been around for ten years to get even the slightest acknowledgement from a hire company that they were in the wrong.

    Yes, they refunded the admin fees.

    Ive made a complaint to horizon about their shady practices and ile do the same with Tesco.

    A few years ago Horizon tried to scam me and it was cancelled by Tesco within hours

    Arval need to wake up their ideas if they think Horizon is an authority ?  and Horizon cannot fine anyone, they are far too down the pecking order in life for either

    Fruitcake above has solved this.  Go back to Tesco telling them this.

    The clue is clear, you have just one reg number with two tickets for the same time and place ........ Regardless of the ticket number, this is the very same charge that was cancelled by Tesco

    This probably shows that Horizon are incompetent as the key is your reg number, and that is the only number of digits they can rely upon

    And a complaint to the BPA as you mention will just produce a fob off because their intelligence level is dictated by the money paid by their members

    It's cases like these that must be highlighted to government

    UPDATE:

    After emailing them yesterday suggesting they are committing fraud and threatening to take this further by complaints etc....

    Got a swift reply back to say apologising and citing 'admin error' for the mistake. The ticket has now been cancelled
