Horizon Parking Fraud

This company is a nightmare to deal with. Cant speak to anyone on the telephone at all and all their e-mails are generic responses (if they bother to respond).


I got a ticket from this company for overstaying at Tesco by 10 minutes! I did not know Tesco changed their parking from 3 hours to 1 and half hours stay. I went to Tesco and they successfully cancelled the ticket. I then went onto the horizon portal and it clearly states the ticket has been cancelled and there is no payment due.

However, today i get a letter in the post with a NEW PCN number stating i owe £60 (discounted £30) for the exact same offence, same time and same date but with a new PCN number. 

Basically they are trying to duplicate the cancelled ticket with a new made up PCN number. 

When i go on the portal of the old PCN number it still says ticket cancelled but when i go to the new one, it says i owe £30. This is a complete scam as it is the exact same ticket, same evidence, same date and time.


How do we stop these cowboys from operating?

    The very first thing I would do is write to Tesco   senior management at both store and national level and inform them of the uncontrolled and unregulated antics of this money grabbing company who are quite literally preying on Tesco customers by making things up to suit themselves.

    I would point out that this reflects very badly on Tesco as a company, and that you will be sure to shop elsewhere if every visit comes with a made up charge, as will your family, friends and anyone else that you manage to warn. Then invite them to cancel your ticket and rid themselves of cowboys

    Can you show us a photo of that £60/£30 NTK please?

    Cover your name/address and VRM but not the dates please. We need recent 2022 examples of NTKs that prove a parking charge level in the region of £60/£30 is commercially viable.

    You should complain to the BPA about this but not use the word 'fraud' (avoid it).

    Very Good advice @Trainerman - I will do that. Who else can i complain too? 

    @Coupon-mad - Sure i will upload that ASAP. What does VRM and NTK mean? (sorry for the ignorance)

    Different PCN number but same case reference.
    When this second attempt at scamming is exposed and cancelled I absolutely guarantee that the BPA will accept the old "admin error" excuse yet again!

    Please show us the NTK - redacted of course - not the website which isn't useful for the reason I wanted it shown.

    I was asking for it as evidence for the Government, please.

    Ok, i will take a picture of the Notice to Keeper. Just for clarification -

    The car is a lease car so i got contacted by my lease company about the details of the fine. So i went to tesco with the details (PCN, date etc which i had via e-mail form the lease company) and got this taken care off. There was no letter.

    However, only today i got the Notice to Keeper letter with a different PCN number for the same offence. 

    Hope this makes sense.
