You need to focus your comments and I'd say the pertinent points are:
- BPA CoP: 'A standard form of entrance sign must be placed at the entrance to the parking area.' There is no sign at the entrance. There is no legend on the tarmac, no warning, nothing at all to tell drivers taking the first left, that this area is different.
- One photo shows a tiny P sign some way inside, above an arrow; far too small to have BPA compliant Group 1 text which must be no less than 60mm. No idea if it has any Group 1 or Group 2 text at all, as there's no close up photo of it!
- there is no delineation between the car parks or anything to warn drivers that one section is 'Home Bargains only' except a single sign: 'you are now leaving Home Bargains car park' which is placed where the operator's other ANPR camera is, monitoring lanes 3 and 4. But from their own evidence, the car never passed that camera or sign and used lanes 1 and 2 only. Premier Park even say 'the vehicle turned left'. Where's the sign saying you are ENTERING Home Bargains car park?
- The site map fails to show the positions of any signs. There is just one pic of a purported t&c sign but no evidence of where it is.- The clearest signs in this evidence pack are the ones from the appellant where 3hrs free is offered by MET Parking! You can even see it circled by this operator and it's the only visible sign on approach.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Page 8, where they say that I turned left to go into HB car park, this was always one car park and 99% percent of people would still enter at this route to access all the stores. The car park was never segregated, the old signage is still there ahead as you turn left into the car park which I have sent to Popla. Why not put a new sign as you turn left to warn motorists that it’s HB parking only.1
