hopefully not too late but glad I stumbled across this superb forum!
For the last few years I have been shopping at my local ALDI in Charlton, on 8/5/22 I had my 2 year old with me and as usual she was kinda upset and as I pulled up to the retail car park she fell asleep. I let her sleep for approx 15-20 mins before I headed into ALDI and did my usual shopping. I then fed her a sandwich whilst in the car park on return. Few days later get a ticket to say I overstayed the parking limit by 23 mins as the maximum stat period at that car park is 1 hour 15 minutes and I was on the site for 1 hour 38 mins.
Now the issue here is that this car park as suddenly become segregated, some space are for ALDI and where I parked apparently it’s Home Bargain parking. I was totally unaware of this as prior to Home bargain it as Wickes outlet. I went back after to see the signage and I see the have placed some new signs to show that part is is for Home Bargain. However, as you enter the car park it clearly states that the maximum stay is 3 hours and in brackets 90 minutes on match days. Similarly before you enter ALDI the signage states again 3 hours max stay and 1.5 hours on match days.
I appealed to Premierpark.co.uk explaining my genuine reason but as usual they have rejected it. I even attached couple of receipts from ALDI to show that I am a regular shopper there and it was a genuine error. I also asked if they can provide me with information of how many other motorists have been unlucky, which the refused to provide. I now have few days to appeal to POPLA so any help would be most appreciated as I have no idea on these matter.

I didn’t take the signage that refers to Home Bargain. Will drive up there weekend and take some.0

And can you take pics or a video taken by a passenger as you drive in and park in the HB spaces, that shows there is no barrier nor prominent delineation, dividing the car park(s)?
Also check if there is another entrance sign with a P on it, this time from Premier Park, and get a pic of that. Or preferably, pics showing a severe LACK of signs alerting drivers of the 2 rival contracts operating there (MET and PP).
That will be how to win it at POPLA. Evidence!
But while you are there taking videos and photos, go into HB and insist on speaking to the manager and complain. Ask HB to cancel this trash for you or lose your future custom forever.
Interesting that there are 2 rival PPCs within one retail park - your job is to show evidence to POPLA that there's nothing obvious that these are now two car parks.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

BPA CoP version 8 dated January 2020:-"19.10 Where there is a change in the terms and conditions thatmaterially affects the motorist then you must make theseterms and conditions clear on your signage. Where suchchanges impose liability where none previously existed thenyou must consider a transition to allow regular visitors to thesite to adjust and familiarise themselves with the changes.Best practice would be the installation of additional/temporary signage at the entrance and throughout the sitemaking it clear that new terms and conditions apply. This willensure such that regular visitors who may be familiar withthe previous terms become aware of the new ones."4
