Horizon parking - Princes Mead and Asda Farnborough

Hi all,

Thanks for all of the great advice. A PCN was sent to our house today for parking in an Asda car park that used to be free. At least it was pre-pandemic when I think I last visited.

I will follow the Newbie advice but it seems they have not met the correct dates for sending anyway. Out of curiosity, can someone indulge me, please?

Date of Breach: 6 July
Notice Issue Date: 14 July
Received: 21 July

Technically, thats 15 days. Haven't they breached the 14 day 'relevant period'in which to send it anyway?

I have tried Plan A today - emails to CEO and store manager first and foremost - but I suspect Plan B is more likely to work, especially as POFA doesn't appear to have been followed.

I've uploaded a picture of the PCN - £70 no less!

Keep up the great work guys, I'll update when I hear back.

  • I do note though, that POFA says "A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered (and so “given” for the purposes of sub-paragraph (4)) on the second working day after the day on which it is posted; and for this purpose “working day” means any day other than a Saturday, Sunday or a public holiday in England and Wales."

    I would be presumed that the the letter arrived on the 16th (or 18th as this was the 2nd working day), however it arrived today. I guess thats a "he said/she said" argument that i wouldn't win.

    Never mind the 14 days - it's a non-POFA PCN anyway! 

    The final sentence tells you that the DRIVER is the only person liable (not the keeper).  Hence why the template appeal in the NEWBIES thread will work, easily, or you'll win at POPLA as long as you DON'T select 'driver' in the Horizon Appeals portal.

    Also do not say who parked, in your complaints.  'We' did this/that, or 'the driver was shopping' is fine.

    Easy to win at appeal though.  A cinch.

  • Guess what? Plan A seems to have worked. The Exec relations team have agreed to get it cancelled. I emailed the CEO and the store manager and it seems the CEO email was picked up and actioned first thing today.

    Hello there,

    Firs time poster because this exact same thing has happened to me at the exact same car park. However I have not received the original letter offering to pay at the discounted price and now only have the option to pay full price. I'm unaware of what plan 'A' and 'B' are so any advice on what to do would be well received.

    If you go to the NEWBIE sticky, one of the announcements on the first page of the forum (coloured pink) and stating NEWBIES read these first, you will find all the Info and advice you need including Plan A.
