    You don't really need it because this is 100% winnable by appealing as keeper, as the NEWBIES thread explains.  Appeal will work as long as the driver is not identified.

    When I log into the Horizon website though there is only the option to "submit representation" but nothing that gives the option to appeal?

    Easy tiger, when I've appealed tickets before the appeal process isn't normally labelled as "submit representation" so I'm merely trying to be sure. Thanks for clarifying though.
