Most likely what you have can be sorted to make it function reliably again, but it is 'getting on', now, and to sort its issues could be a bit frustrating and involving; weeks of "Ok, so that didn't work. Right, now try removing the..."
Even the most obvious step of a fresh installation of W10, although very DIYable, can take up a surprising amount of time to fully do, with lots of updates and tweaks following on beyond the initial task.
So Olinda's recommendations look to be a good move, and you'll find the performance transformed - they should boot up in, what?, 10 seconds or so? You'll love it!
They come with W11. If you don't like what this looks like, there's a nice 3rd party bit of software (around £4?) That'll make it look and interact like '10'.

This is a bit more technical to do - but you could see if your PC has any spare ram slots and add some more memory.

Do you ever open in up and do stuff inside?
if not why a tower that takes up loads of space.
For a buy and forget the SFF or even micro are ideal.
For my upgrade from something older and 1/2 your CPU performance, dell inspiron 530 mini tower (that still good with more memory and SSD) I went for a second hand but looks brand new(2hrs on the SSD) Dell 7070 ultra for £150 PC clips into the included Dell monitor stand
(uses a i5-8365U laptop processor so cheap to run)
Around £250 will get you a newer micro format 1ltr PC, was looking at Lenovo M70q and various dell options like the 800 elite desk

Anything with a 8th gen or new intel will do the job and be w11 compatible , cheaper machines are available.
If you want to try to get your existing machine performing better then SSD and memory.
(The hangs could well be running out of memory and using swap on the HDD)
As said before SSD some of those machines came with SSD
DDR3 memory is very cheap and 4GB is not really enough.
should have 4 slots check what's in there type and speed max looks like 32GB ECC/16GB non ECC according to one spec sheet
if it has 2x2GB then another 2x2GB will cost £1p, to get to 8GB

Going to be around £20 for SSD and memory
fresh install of Windows on the SSD and keep the existing drive as is to fall back.
SSD will be reusable for your off line storage if you change machine later so sunk cost to try and boost performance a few £ and a bit of time

Thanks for all replies, especially re recommendations for a new Pc.
I won't be going down the road of re-programming/adding/updating my existing Pc due to lack of knowledge of internals(although on my first Pc many years ago I added parts to it), lack of time and inclination.
I'll settle for a new budget PC
I did want Windows office to be part of the package and was sorry to see that it was not included.
Is it best to look for a new Pc which includes Windows office, buy i the program myself or I believe you can have the package on your new Pc for a annual charge.

If one of the drives/sticks is causing it, then it is possible the same will occur on a new PC.

The Dell PCs I gave the link to have 30 day trial of Office installed - after that you can simply pay and the 30 day restriction will be removed.
Or you could go on eBay and buy an older version of Office quite cheaply
Or use one of the free Office replacements.1
