New PC Required?

Hello,
I'm currently using a HP Z210 Tower Workstation which I bought second hand about 5 years ago.
I don't really use the PC for storage, instead use a memory stick and an external drive to keep all my info on, but I very often get a message saying " unresponsive" and the PC just hangs there until I go to problem manager, when it generally clears.
I've run cleaning programs and all seems well.
I'm thinking that perhaps I need a new machine, has to be a tower (that's what I've always used in work and at home and want another tower).
I don't do gaming etc, just using memory devices to store info.
Can any one please point me to a low cost new Tower PC which will satisfy my requirements?

Just to check - what 'problem manager' do you use, and does it report anything?1

Sorry, the "problem manager" should have read "task manager"
The system is Windows 10Processor Intel(R) Xeon(R) CPU E31225 @ 3.10GHz, 3101 Mhz, 4 Core(s), 4 Logical Processor(s)Installed Physical Memory (RAM) 4.00 GBTotal Physical Memory 3.96 GBAvailable Physical Memory 1.07 GBTotal Virtual Memory 7.96 GBAvailable Virtual Memory 3.98 GB0 -
Have you try fresh install of OS?
Anyway that is CPU from 2011. Probably time for new.
What is your budget?1 -

Assuming the disk connections are SATA.
Not sure if I understand you "using memory devices to store info". You mean USB sticks? What's wrong with hard drives (traditional OR SSD).1 -
Yes, I use a few memory sticks and I have an external drive (just about full).0

Does it always become unresponsive when those external memory sticks (or external drive) are connected.
A failing memory stick or drive can cause those symptoms.
Suggest you try using with no other drives connected, before a reinstall, or new PC purchase1 -
Dell Inspiron with SSD could be an option - core i3 or core i5
