Weird.

Even stranger my Mum has just been emailed and she is currently on 4.7 but her rate is dropping from 4.12 to 4.05

Some of these oddities are explainable as being monthly rates: 4.70% AER = 4.60% gross monthly. 4.50% AER = 4.41% gross monthly. 4.20% AER = 4.12% gross monthly.1

The 4.50/4.41% rate was only offered to new customers briefly from 12 August, so they wouldn't have notified any existing customers before that date. 109 days from then takes us to 29 November, so I shan't be losing any sleep over the issue, either way.
Personally I'll be giving notice in 2 weeks time and I can then decide what to do with the money in mid-December.0 -
