    It certainly won't hurt as long as he has previously told them in writing that he was driving and has sent that letter from a PO counter as previously mentioned.
    This is more important than the 30 days hold instruction.

    I dunno, I would not ask for the 30 day hold as they might look through the file and say the keeper already had that.  Also, why would he/she ask for 30 days hold when they HAVEN'T sent him/her a LBC?

    I would get the driver to email more 'innocently' and just ask whether they have now transferred liability to him/her and as he/she has not even seen the PCN or evidence, please can they send him the PCN and photos and tell him whether he can appeal and what happens next.

    Something fairly vague to ensnare them to reply.

    That should be enough to keep them busy without alerting them to look.  I think they will reply to him without twigging it's near the 6 years and will tell him it is 'too late to appeal' and I think they will use template wording and give him 30 days to pay!

    The driver has just emailed and sent via the Royal Mail the following letter:

    21st November 2022
    Dear Sir or Madam,

    Your reference: blah blah 
    PCN No. blah blah 

    I write with reference to my letter of 18th November 2022.

    Despite several emails to you – for which I have received automated responses advising me that you have received them – I am still waiting for you to reply.

    Please note that I initially contacted you ten days ago!

    Could you please advise me whether you have now transferred liability to me?

    To date I have not even seen the PCN or any evidence to support your claim that I parked in contravention of some contract.

    As such, please can you send me a copy of the PCN and photos of the parked car as soon as possible.

    Can you also please advise me whether I can appeal and what happens next.

    I await your response.

    Please note that I shall also be sending you a copy of this letter by post.
