Your defence looks good! Its way better than mine was which was rushed through a storming sea of red mist and keyboard rage! But I came on here afterwards and then was able to turn things around at the Witness Statement and Court stages where I beat these ex-clamping bullies by a country mile who were made to pay me in court for wasting my time. You've had a head-start with a good defence and there is lots of information and resources on line regarding this notorious Welsh carpark where several motorists have won their court cases so I would seek these out and look to incorporate these into your Witness Statement further down the line. This will show that OPS are aware of the problems, refuse to do nothing about except continually exploiting it for their own financial gain despite the negative impact it has on that small community.6

DCB Legal won't bother to respond. It is the courts duty to formally send them a copy so you shouldn't bother about that.
However you should have received an auto acknowledgement of your email shortly after you sent it to the County Court Business Centre. This is your proof you sent a defence.
Few things to check.
Did you send it to the right email address. Check carefully.
Did you send it in working hours. Mon - Fri 9 - 4.30. If not try again as their email address doesn't seem to work properly outside these hours.
What type of email address did you send it from. I believe some types of email sometimes fail. Try sending from a different type of account1 -
Also check your junk/spam folder.1

I am not aware of another email address for the CCBC. Which email address have you sent it to? Government is a big environment and they do not talk to one another.
You did not respond to my earlier comments. Unless CCBC receive it and eventually log it on MCOL you are in danger of having the PPC win by default. You need to get this right.1 -

If you didn't then CCBC do not have your defence and you will lose by default. Send your defence from an alternative email account - in your name of course.

Then you will have to do something else. Either create a new email account especially for this, or post a printed and signed version to the CCBC, or phone them up (takes over an hour for them to answer) and make them stay on the phone while you send your email them tell them to check THEIR junk/spam folder and fish it out sharpish.PRIVATE 'PCN'?
