Hello Something a bit different here. I've been sent this by someone. See attachment. Thoughts please? I've never seen this before but given the value I can see why a complaint may have been made.

There's only one way to find out that's for the recipient to follow the instructions on the letter, unless they have something to hide, no amount of speculation on here will help.
