To be fair, that's my interpretation because the BPA undoubtedly has a major interest in this - and has been pushing this agenda - and all I meant was 'both' (not collusion).
But I have just done a FOI request to see any BPA or IPC comms:

Some people give far too much credit to the Robert Goodwill letter. One mans opinion carries no weight in law, it’s not legislation. In any event, if the LA is not the creditor; they will at no point request DVLA data or issue a PC.

Prudhoe Co-op forced by previous planning consent to U-turn on a planned ANPR racket and they had to take down the signs:
Signs going up in 2025 had 'upset many residents', according to county councillor, Gordon Stewart. The plans were to install the camera, which would collect details of all vehicles leaving and entering the car park.
Cllr Stewart said 'such a move would cause a huge amount of damage to the well-being of the town centre, including the Co-op, potentially closing many small businesses and creating job losses'.
Cllr Stewart has said that there are planning conditions relating to the site which date back to the 1980s, preventing any car park restrictions.
He added that when residents saw the signage go up last year, the car park 'soon had less use, and the side streets were full, upsetting many residents'.
A Co-op spokesperson has now said that there are no restrictions planned at the site, a decision described by the Councillor as a 'huge boost to Prudhoe town centre and residents'.

The Landlord told me i quote there will be to much signage and staff communication for customers to get tickets,if a genuine falls through the cracks ( i suppose there will be ots in the future) it can be cancelled with proof of purchase.🤣

Here's another one:
Pub bosses faced with “numerous complaints” about unsafe parking want to introduce cameras in their car park to crack down on the problem. Many parking spaces are currently taken up by non-customers - forcing punters to leave their cars in the road.
