The Impact Assessment has to be published and I am sure it will be.
And Gove,k the infamous back stabber, Rishi would be well advised to watch his back as Gove is very dangerous. Gove is not going to protect the millions of motorists against the scam when his objectiveis is to be c*ck of the north
Rishi has taken on someone whose track record is poor
The more staff changes the worse it will get2 -
I would imagine that Lee Rowley MP will have had quite a few letters about PCNs from Excel and VCS if Michael Fabricant's inbox has been anything to go by.

Highview ruining the reputation of a retail park:
https://www.derbytelegraph.co.uk/news/derby-news/driver-bitter-four-year-battle-7750036.amp
Suing a woman after 4 years.
Nice work Highview, you crack on with your money-grabbing modus operandi, never mind the effect on the shops at this retail park. The BPA must be so proud of its ANPR rip off members and their beloved DCBLegal who appear to pull the BPA AOS influential strings now.
If she'd come to this forum (or alternatively, just complained to the retail park) she'd have had this cancelled with a single email at the time.
Sadly, she still hasn't come here because she states that she thinks the court hearing letter is telling her to 'send her defence again'.
Oh dear. Doesn't bode well, if she can't Google it and find us, and suss out that she is at WS and exhibits bundle stage...

Take a bow ParkingEye, for reportedly issuing unfair parking charges to a Hotel cleaner whose vehicle was exempt:
https://www.dorset.live/news/dorset-news/bournemouth-couples-anger-horrible-parking-7772306.amp
Marriott apparently refused to help her at first.
ParkingEye 'rejected her appeal' then sent the case to 'bailiffs' who bumped it up to £170. That's the way to help the Marriott retain staff and repeat guest business - NOT.
£170? That'll be DCBL then. Horrific firm, IMHO.
Only when the paper sniffed around, did PE and the Hotel scurry around to lift the carpet, sweep the dirt under and pretend that cancellation was indicative of "goodwill".
I can't think of a single PPC that knows the meaning of the word...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And here we have UKCPS ruining future footfall at Northgate Retail Park:
https://www.newarkadvertiser.co.uk/news/amp/mother-to-fight-retail-park-carparking-fine-9281885/
She was merely picking up a parcel and the pointless predatory ticketer pounced. That's how to encourage shoppers to return...NOT!
Of course UKCPS are so predatory yet benign these days, that the current advice is to ignore the eejits and their daft demands.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And NCP have rocked up 6 months ago with their 'new tech' ANPR system and reportedly the change has made the drop off point at Chelmsford station so unclear in terms of signage, that innocent people following the instructions of railway staff regarding where to drop off are getting £100 PCNs:
https://www.yellowad.co.uk/chelmsford-station-parking-leaves-motorists-vulnerable-to-hefty-fines/"Chelmsford Labour Party is calling for changes to parking at the station they say leaves people vulnerable for fines of up to £100.
The group says changes and unclear signage introduced when Greater Anglia devolved station parking to NCP in April has led to station users being ‘adversely affected’.
Despite being a ANPR-monitored car park, Chelmsford Labour Party says at the time of their visit every single one of the 10 allocated drop off spaces was in use by vehicles for more than an hour with cars routinely parking in these bays on a daily basis. They added this blocks the only legal drop off pick up points available to rail users."
Hmmm...one wonders whose cars they are?
Would be a jolly wheeze to get people to block the only drop off bays, wouldn't it? But only a rogue PPC would try that. No suggestion that the blocked bays are down to NCP, just musing what a clever scam that would be if a PPC tried it.
Maybe it's railway staff on a whitelist.
Either way, it's clearly not operating fairly.

Yet more articles!
Stand up, notorious Smart Parking, who have been described by a Police Officer as 'authorised criminals':
"https://www.portsmouth.co.uk/news/people/smart-parking-complaints-police-officer-hits-out-at-authorised-criminals-after-havant-health-centre-tickets-3901060?amp
"Smart Parking, which owns the car park outside the health centre, sent him two fines for not typing in his registration details into the ticket machines."Well of course they don't own the car park. But that's just lazy journalism.
The guy in the article has sussed out Smart Parking:
"The first time I tried their tablet it wouldn't work for me at all - I asked the receptionist and he said “don't worry about it”. A couple of weeks later I went in again in another vehicle - I tried both tablets on that occasion and couldn’t get it to work.
I’m a police officer so I'm not intimidated by their tactics or anything, the worst-case scenario is that they’ll take me to court. I think they’re basically authorised criminals in my opinion, they’re preying on vulnerable people who get scared by these notices. I’ve done what I've done and I'll wait and see what happens but I'm not going to allow them to intimidate me or bully me into paying something that really isn’t fair."PRIVATE 'PCN'? And I don't think we've seen this one, starring the BPA firm with the weird name 'VARS' that sounds like a new disease:
https://www.northamptonchron.co.uk/news/people/outraged-northamptonshire-starbucks-customers-criticise-company-after-receiving-ps100-fines-for-staying-too-long-3899977?amp
"A chain coffee shop at The Oval M1, Junction 16 M1 has been the source of pain for a number of customers after parking fines were issued when visiting for coffee.Starbucks has been criticised for its lack of communication to customers over the maximum parking time being enforced on its site after a number of £100 parking fines were received in the post.
'Outraged' customers asked the staff about this at Starbucks and they had said it was 'nothing to do with them'. Starbucks has been contacted about the fines and asked why staff are not making customers more aware of the iPad car registration but have not come back with a response as of yet."
That's it, VARS: never mind the effect on Starbucks and their customers, eh? Just slap in an ANPR camera or two and a hidden keypad and... kerchiiing!!
Automatic money for nothing.
