But, of course, we all know that will never happen due to the money.Landowners and businesses need to become much more aware that they are losing paying customers from your industry's DON'T PARK advice and inability to provide an efficient simple paying system for all.I find it astounding the so called 'experts' in parking management can't provide this when other industries can.People have commitments, work, important timed appts, trains to catch etc and don't have the time to drive around (wasting car fuel and adding to the congestion on the roads) to locate another car park that has an efficient paying system that's working.3 -

Exactly. People won't return to that Co-Op when there are repeated problems trying to pay for your shopping same applies when it comes to paying for parking.
The landowner wants people to pay to park yet they employ the free services of a PPC who makes the task of paying somewhat 'difficult'.

Like they did in ParkingEye v Somerfield ... where the judge granted the windfall claim (because Somerfield had got themselves stitched right into a typical PPC-biased "you must let us sue your shoppers" contract) but the High Court judge said that ParkingEye had crossed the line above the 'tort of deceit' against the public and for good measure he analysed the rip off money from para 419: they could not claim an 'escalation fee' on top of a PCN:

Adding any 'fee' is entirely false.
That is an unrecoverable penalty which the industry know full well but have swept under the carpet since Somerfield and even more so, since ParkingEye v Beavis said the exact same thing and allowed £85 which covered all the costs of enforcement (the PCN model 'had to and did' cover the minor heads of cost: an automated letter chain including LBC).
Double recovery of the same heads of cost cannot be allowed to become part of the upcoming statutory instrument.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Also a shopper can leave and return at a later time, unlike the average driver who might have an appointment, be heading to work or some other time-dependent activity.
Parking in a car park where the motorist is invited onto the land is a contractual agreement. If the motorist wants to pay and is prevented from doing so by a systemic failure, that contract is frustrated.
Case in point is RingGo's recent outage which resulted in them requesting that parking operators suspend the issue of PCNs for the duration. Telling drivers to park elsewhere is simply not practical on that sort of scale.
