Of course there is the option of appealing the rating assessment for reduction based on the current drop off fee. If the police cannot get it right, why are money scamming rogue traders allowed to use ANPR ?4 -

Locals rage as parking company used at Bull Pub in Hellesdon
"The Bull in Hellesdon, which recently came under new management, has restricted its car park to patrons only with a system which forces customers to register their number plate at the venue.Locals have slammed the new system saying they feel betrayed by the pub and worry about receiving fines. Many people living in the area have taken to social media to voice their concerns.
One person implored owners of the Bull: "Please read the comments on the Hellesdon Community Page. You will find this is an extremely unpopular decision and you will lose business."
Another added: "I think you will find your car park totally empty which will deter potential customers, it won't look like a popular pub. This did not work out well for the Woodman pub, locals boycotted it in droves."
Some have called out the system as impractical for those coming to the pub for longer periods. One person said: "It is absolutely ridiculous! I went in earlier and it is only for three hours! What about music events, quiz nights and family meals."
Stonegate Group, who own the pub, have been contacted for comment. Idiots. They'll learn.

I looked at their website and they have a big TV screen to show sports, they serve cooked food, they have an outdoor area and have a weekly quiz, and live music often. Every word on their website invites people to make an evening of it.
Twice a week they are open until midnight so are those wishing to meet friends, relax and 'make an evening of it' meant to ensure they don't arrive until 9.15 on those evenings? Impossible if you've booked a meal!
Patrons will have to leave early, citing the unworkable parking limit, or just boycott the place completely.
It's a recipe for disaster for the Bull Pub. Stonegate Group - you have been warned.
