    Apparently Warning Notices have been implemented by certain authorities in the past, and the primary opposition to their wider adoption is their perceived ineffectiveness.

    With year on year increases in recorded numbers of costly pcns issued this surely demonstrates the ineffectiveness of this practice at improving driver parking compliance yet...there seems to be absolutely no opposition from the industry to this ineffective practice.
    Is this because pcns generate income for the industry whereas warning notices would cause a loss of income ??
  • What is a puzzle to me is why Reeves and Starmer prefer to damage normal people and not the rogue traders and money scammers operating throughout the UK .... PRIVATE PARKING COMPANIES ?

    With a multi million pound business model allowed to roam free, there is a fortune for collect for Reeves if she becomes as 
    devious and more devious as shown to the UK public

    Parking compies operate a service industry and like every service industry should include VAT in their prices   ... not another add-on but included

    Does Reeves not understand that the revenue she could collect will go towards and help the NHS etc

    Is he trying to trick government using the word escalation ?
    Has HURLEY forgotten the words of the Suprreme Court, maybe he needs a refresher course

    It is still debt collection based on the OSNER SCAM

    It's like DCBL not knowing how to spell debt collection and calling it DAMAGES ?

    BOTH DAMAGES AND ESCALATION IS JUST UTTER RUBBISH

    It's all part of the great UK SCAM.

  • Doubt a refresher course would have any affect on Mr Hurley. His opinions seem unchangeable unlike the name for his industry's £70 rip-off fee.

    Probably best if he were to take early retirement as he doesn't even understand that if his industry WAS functioning effectively and delivering a seamless reliable service there would be no need whatsoever for past and present Government intervention.
    Will Hurley and his partner Davies are simply not fit to run a system that deals with the public. The IPC sham which we all know about and the IAS RUBBISH is just a SCAM to protect the IAS users of the IPC

    Government  fails to understand that this sham members club is just a scam ..... Hurley is a complete waste of space
