It appears that Birmingham Airport are jumping on the ANPR banwagon
Airport bosses hope removal of existing barriers will improve traffic flow around the airport and reduce congestion during busier times.
The new system will use Automatic Number Plate Recognition (ANPR) technology and eliminate the need for parking barriers, with the changes set to be rolled out in phases beginning with the Elmdon multi-storey car-park in February, and the drop off facilities following in Spring 2025.
Nikki Bains, Head of Planning, Transport and Strategy at Birmingham Airport said: "The new barrier-free system will simplify passenger drop-offs, enhance vehicular surface access by offering a smoother and faster experience. By minimising waiting times for drivers, it will enhance traffic flow and improve efficiency across the area.
"This further supports the airport’s drive to become Net Zero Carbon by 2033 and its existing plans to manage and reduce air quality impacts."
Drivers must pay the relevant fees within 24 hours of leaving the car park, via the existing pay machines on-site or using various online-based methods.

The answers from the Baroness match what I am expecting to happen. As I have said on other threads this must be consulted on properly by this new Government and (frustratingly but inevitably) it will take time this year.
But the 2019 Act requires a Statutory Code so it isn't going away. I'm still involved.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Two articles on Britannia Parking practice at Rose St car park Inverness. It's good to know that even way up in the north of Scotland councillors aren't being hoodwinked by the BPA and IPC.
Councillors said...."the treatment of the public is not acceptable"One went on to say:
“The way these companies pursue people for the most trivial technical violations of conditions does make me suspect that their business model relies upon this income." ...."the latest code of practice is simply insufficient. I believe legislation is required to ensure that private car parks can operate in a more acceptable manner. That should benefit both drivers and decent parking operators."……………………………………………Councillor Sean Kennedy was charged £60 despite Britannia's parking meters being out of order for three months.Catherine Atkinson MP has said “It’s completely unacceptable for private parking companies to penalise people for their own system flaws" Britannia clearly feel it is completely acceptable.5 -

UK Parking Control treatment of blue badge motorist causes Newton Abbot MP to launch a campaign against private parking firms.MP Martin Wrigley wants to hold private parking companies to account and has launched a campaign for fair play in the industry. He has taken a first step in putting an Early Day Motion before Parliament calling for the establishment of an independent parking regulator with the power to set reasonable charges and enforcement costs. He said: ‘For too long private parking companies have been allowed to set their own rules and mark their own homework."That this House believes there needs to be a proper independent parking regulator, with appropriate powers to regulate fees, enforcement and appeals.
