This is cloud cuckoo land and a classic example that supports the DLUHC Minister's view that the sneaky, labyrinthine systems and charges used by this disgusting industry are 'designed to extort money from motorists'.
ParkingEye - cancel the PCN, for goodness' sake, and why not just clear off out of Hospitals and Supermarkets altogether?

Do you not agree that this crap (and your self-serving whining about it, even though his bank statement reportedly shows that he paid) bears all the hallmarks of profiteering?
YOU AND YOUR ILK DO NOTHING USEFUL IMHO, AND ANPR SURVEILLANCE IN CAR PARKS WHERE THE PUBLIC ARE INVITED (AS HERE) IS EXCESSIVE, UNNECESSARY, AND NOT WANTED OR NEEDED BY MOTORISTS.
IMHO you do more harm than good and this case is yet another to prove that ANPR systems at NHS Trust sites are set up as PCN-generators, which inevitably penalises and piles more pressure on genuine staff, emergency arrivals, out-patients and visitors.
ParkingEye you are named and shamed.
POPLA are also named and shamed. Industry-serving BPA-blinkered rubbish is seen from POPLA time and again, so no wonder the Government are replacing it.
POPLA is funded by and was set up for the industry and ludicrously in their remit, they "can't consider mitigation" which prevents them from making real-World common sense decisions and ignores the Consumer Rights Act 2015 mandatory test of fairness.
Royal Preston Hospital you are also named and shamed for listening to the ParkingEye suits' propaganda spiel about 'ANPR rich data' and falling for it like clueless idiots. How about engaging your brains and considering whether this operation is as 'safe and improved' for Hospital staff, patients and visitors as ParkingEye told you it was?

Disabled guy on benefits gets a CCJ and pays £277 to DCB Ltd for the heinous crime of stopping for 2 minutes at Doncaster Sheffield Airport (is this VCS?):

He paid Direct Collection Bailiffs Ltd £277 in May this year. Mr Mazarello, who is now on benefits, said he is disabled due to a birth defect on both his knees.
‘I stopped there for two minutes. Not more than that. I am sure of that”, he said.
‘I put my blue badge on the screen, then put my phone on charge and this happened within two minutes. I have my GPS already programmed to my home address. And then I saw a guy who started filming me. I just started my GPS as normal, removed my blue badge, and then asked him if he was filming me. And then he said it was an offence.’

Hoyland market area is still blighted by aggressive parking charge companies using ANPR unfairly.
A LOCAL councillor has hit out at a company for handing out ‘disturbing’ fines to disabled residents despite them having their blue badge on display:

Some entered their registration into the meter and paid the £1 but received no ticket but still got a fine.
The most disturbing thing is that the vast majority of people fined were disabled drivers who placed their blue badge in full view as required. Despite these concerns being put forward to Resilienti, the only action the company has taken is to introduce new signs saying disabled people will be charged."
That developer sounds as bad as any parking firm, as they called the Council "a joke".
Meanwhile, Smart Parking are coining it in, to the clear detriment to the High Street and local drivers.
