Also Excel Parking's Northwest Regional Manager - who they chose to employ despite his convictions is disgraced former Merseyside Police officer who was convicted and jailed for Misconduct In A Public Office due to the way he behaved on duty and illegally accessed police systems for his own gain. Why would anybody employ such a person!?! I can't name him due to forum rules even though the matter is in the public domain. Here is 2 copies of the News article plus his linked In to evidence its the same person! God help anyone woman who is caught running over in one his carparks! Excel would proabably be more concerned he let her off a "fine" than coerced her to perform a "sexual favour" like he tried to do when he was abusing his police powers and position in office of constable!

My best bet of advice would be to ignore them, maybe do the IAS appeal for the hell of it - although that will likely to be another dose of "Computer says no"/"Because We Say So" etc etc. None of these Appeal Decisions are legallly binding. I would hold out for court - get as much pictures of the site etc and its lack of signage etc just so you have these in case. It costs them to take the matter to court - £35 for the initial registration fee, another £35 for the hearing fee and then they have to pay the legal company for court paperwork so its unlikely a new kid on the block like Viking would do risk this just yet, it tends to be the bigger/ medium sized established companies who do this. I personally think they are relying on Fear and Bullying letters at this stage so I would hold out until a Letter Before Claim and court is mentioned then check back here for advice. Even if it did go to court these companies win very little - I believe 1% is the figure (and a lot of those are because the victim hasn't turned up or just weren't prepared). I would personally disengage with them and hold out.2 -

But don't stay away from this forum for too long, even if it goes quiet.Do plan to get your revenge with us, because it's truly horrible being pursued for £100 by an aggressive firm, then seeing it increased by a scam/unregulated DRA beggar, isn't it?

As you can see, MSE Forum Team are aware of this and we intend that one of us posts on it when the Government opens the final Consultation. Together, we can stop the parking industry from riding roughshod over the incoming statutory Code and the more proportionate parking charge level caps.
Everyone's efforts are needed. This Code is not over the line yet and the Minister behind it has just resigned, so motorists are in a period of uncertainty.
We all know that the PPCs and DRAs will bombard the consultation and even dress their replies up as if they are from consumers. so we need very high numbers of 'real victim' voices to respond.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
