The vehicle is NOT an IMPORT.

Think of MOD reg as foreign. It's not DVLA.

It was a UK registration ie, two letters, two numbers and a further three letters. I understand that at the date of first registration on the V5 in is not registered with the DVLA, that is clear.
You are not being helpful telling me what I already know.

Except I am answering your question.

When it was new, it was not registered with DVLA. It was registered with MOD.
When it was demobbed, it was then treated as any used import by DVLA, because it was the first time it was being registered to the normal civilian registration system.
The easiest way to think of this is to think of as MOD registration being foreign.

You said twice in capital letters that it was not an import. Effectively, it is as far as DVLA's systems are concerned.

When it was registered by DVLA, they would not have been given a certificate of compliance, so do not know the exact CO2 figure for your particular car. To get that on the vehicle record, you need a CoC from the manufacturer for your EXACT VIN. CO2 can vary according to options, as well as precise mechanical spec, so saying "But others of that general model" does not necessarily give the correct figure for your particular car. Only the CoC will do that to DVLA's satisfaction.

May 2017 will not be CO2 taxed anyway - it should be flat-rate, £190, as all other <£40k post-April 2017 cars.

Already got the COC from Peugeot. The emissions are 90g/km. It is not acceptable to the DVLA because it was tested under the NEDC system and they require it to be tested under the WLTP system which was introduced after the first the registration date so it will never be able to be taxed as a Diesel car. I got confirmation from the DVLA today. It really is frustrating, but there is nothing more I can do.

    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

I have and I have a response, they are not going to budge. They are refunding for the cost of the
COC because they had asked me to provide it and giving me £150 compensation for messing me about all this time. They will not change it back though.
    Thank you for asking.
