Indeed they are not. It is a widely-reported fact that large numbers of key workers cannot afford to live in London, and have to commute from areas outside where public transport is much less plentiful, and may not even be an option at all for shift workers.Emmia said:

Street lighting can be made better, but the majority of car owner/drivers in London are not essential workers.4
