    Surely if it's a motor trader - the chances that the V5 doc info will be up to date will be pretty remote - so people who don't own the actual cars will get hassled? Gives the trader an incentive to work with the owner.

    Yep I think they need to have a conversation whereby two spaces might be able to be rented.  Seems to work?

    The landowner does not want to rent spaces out unfortunately.
    He is going to put up CCTV that would view the car park, and assures me my driveway is not going to be monitored he is only interested in the car park. It would be his own CCTV.
    He remains keen to use UKPC to issue PCNs to people of his own choosing. He wants to be able to say it is UKPC issuing the PCN and not him.
    He wants to target the motor trader and anyone who parks all day without using the local shops.
    I am mostly at work during the day but any inconsiderate parking is unlikely, this would surely hardly be any income for UKPC.

    And that is a very significant point.

    Once UKPC, or any parking company, have their foot in the door, they will be looking at ways to increase their income.
    That of course will be looking in your direction too.

    We've seen it happen at residential car parks where chancers park all day when there are no checks. A private parking company gets introduced and these chancers stop parking there - the PPC's income stream vanishes. Next thing that happens is the PPC looks for ways to make money from legitimate parkers.

    Be very careful.

    UKPC won't operate like that.  They can't even legally view his CCTV, that would be a DPA breach.

    There will be a visiting foot patrol, who would arrive at random times in addition, sorry should have said that, as well.

    He should be looking at a self ticketing option - that way, as long as he doesn't become tyrannical, fuelled by little bonuses from the PPC for each ticket issued or paid, he will have complete control. He will need to insist that he sees every appeal and has the overarching right to cancel any charge at any time, without any PPC penalty on him. 

    He needs to make sure the contract is very tight and weighted his way. I'm sure the forum might help to fine tune any draft contract. The PPC would love that! 😄

    I agree that the landowner needs to make the contract as tight as a duck's bum or his whole venture will turn to ash, and that's being polite.
    I think that either the PPC will refuse to sign up, or will ignore the contract.

    Whilst I have every sympathy for the landowner, I think he is naïve if he thinks UKPC will make things better.
