Send an SAR to the DPO of the PPC as per the NEWBIES asking for all your personal data. Add a comment that you require the PPC to use their fuzzy logic to search partial VRMs that match or nearly match your VRM.
Include proof of non-photo ID with your request.

Just an update. After requesting the SAR, I received an email saying they were still looking into my appeal and it may take a little longer for them to reach their decision. I have now received a further email stating that after considering all of the points I made, they were now cancelling the parking ticket.
