The car park is leased out to Excel to run as a stand alone business according to the owners DL1 Leisure but you could try contacting them with your complaint although I think that would be brushed off it's worth a try.info@dl1.co.ukThe signage on entry is very busy and unreadable from GSVBut I wouldn't pay them you paid in full for 24hrs it isn't your fault their systems are not fit for purpose.

If you paid for parking, and the PCN was issued for failure to pay, then it is nothing to do with any terms stating "no return within X hours".
This means that there was no breach of Ts and Cs.
As well as a landowner complaint and a complaint to your MP (asking then to forward it to the MP where the alleged event occurred), you should also complain to the PPC, the IPC, the ICO, and the DVLA about this data breach.
I expect the PPC, IPC, and DVLA will all whitewash your complaint, so you should then complain to the ICO about the DVLA selling your personal data without reason. The ICO are already doing a general investigation into the DVLA's sale of data, so the more nails that are hammered in, the more chance there is that something will eventually happen.

The 24 hour parking term has obviously been introduced to accommodate the attachment of the PI to the complex to have a no return policy in place would be unfair, people staying at the PI can surely be expected say to book in journey to a function and return for their nights stay within the period they have paid for.I would demand the anpr records for the relevant timings involved should this go further they obviously haven't married the VRNs and ANPR records for all events.1

Is there any way I can find out if there are signs in the car park stating that you cannot leave and re-enter or does this generally apply to all pay and display car parks? I assumed as my ticket said it was valid until 5.30pm the following day, that I was covered!0

Ultimately this is a business trying to force you to pay, it’s not a fine with a legal basis as far as I’m aware. I had a similar incident at a Mac Donald’s car park that was run by a 3rd party parking company and I kept arguing the case as being unfair and eventually they gave up and I did not pay it.
Best of luck with this one, I’d stand my ground if I were you, hopefully eventually it becomes less financially viable for them to chase you for the money than to keep fighting you for it.1 -
It doesn't matter because the alleged contravention was failing to pay, which isn't true because you did pay. However, the wording of the alleged contravention suggests there might have been a typo when entering the VRM in the PDT machine. Ts and Cs vary from car park to car park. There are no standards because every site is different, and the parking industry is unregulated so they make up their own rules to generate the maximum revenue.
Google Streetview is sometimes useful if the camera car drove by the car park entrance, or if you are really lucky, drove into the car park.I married my cousin. I had to...I don't have a sister.
