Hi Im a bit lost and thank you for your time. The PCN letter letter shows some pictures - no parking ticket was issued (non found or pictured on the screen) it is not a ANPR shot it seems like someone has photographed the car - no ticket not ANPR footage - what guidance would you follow ? and thanks ...0

In particular......using the template appeal and attaching the Blue Badge WITHOUT saying who parked.2 -
Been reading through the newbies page - some questions come to mind ... An ANPR camera snaps a car - December last - then contact the RK - who gives details to PPC - how long does the PPC then have to issue the PCN to the person named by the by the RK ??

I don't think there's a time limit to contacting a named driver. Not that any of this matters in your case. The driver hasn't been named. EASY case!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Some firms (e.g. Civil Enforcement, Highview, Smart Parking, CP Plus and some small PPCs) don't even bother with POFA 2012 wording so the keeper is not liable and you must you point that out to POPLA. in newbies page ---
The notice I have here from CP Plus Ltd does state -
"If after a period of 28 days (beginning the day after the notice is given), the amount requested in the notice has not been paid in full (or we have not been informed of the drivers name and current address) you, the registered keeper, will, subject to the conditions of, and under the terms of schedule 4 of POFA 2012, liable to pay the unpaid charge" unquote - does this mean they are POFA ???
Is this a new addition ???
The newbies thread reads that CP Plus et.al are NOT POFA .. bear in mind Im new to this .... thanks0 -
