I'm sensing a bit of lethargy to your dealing with the SAR issue. Your initial complaint to the ICO should have been made 31 days after your initial request for an SAR was not forthcoming.
This issue of the SAR has been dragging on way too long and should have been escalated long before now.
14/4/22 advised to make SAR.
14/5/22 deadline for response to SAR.
23/5/22 initial complaint to ICO
18/7/22 request from ICO for more information
1/8/22 responded to ICO request for more info.

Somewhere on here in the not to distant past someone made a successful counterclaim ( or possibly a claim) against at parking company over a GDPR /data protection breach it might be worth getting in touch with the person involved.You should also notify the landowner/car park owner of this and remind them that they are jointly liable for the actions for their agents - including any GDPR/data protection issues and you are minded to have them joined to any counterclaim.From the Plain Language Commission:

The ICO has woken up now and have again asked for all correspondence in regards to the SAR or lack of it.My MP has also been reinvigorated and will write to the company for me on a second occasion after I’ve sent him a copy of the solicitor’s letter.3

On a different note, I sent the email to the solicitor in regards to seeking debt advice and have received an acknowledgement but no reply.The letter states that I can dispute it within 30 days, I assume that I don’t do that do I?0

You should be staying your grounds for dispute, yes. You should respond robustly to a LBC .PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
