I think one argument for POPLA stage is that there are no signs beside all the broken machines, either telling people how to instead pay by phone, or pointing prominently to where a working machine is. So a driver looking at those covered machines has no instructions at all about payment and it can't be presumed that the driver should have known to search out the hidden working machine, or left the site, or accepted the risk of £100 charge.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

An interesting development however is that I actually had sent the town council a request for the map of the car park via the planning department and it transpires that new shiny ANPR camera is sat on a rather new pole that wasn't there before.
Quite why he pointed this out to me is any ones guess? I assume he might have been hinting at something
In fact none of the changes they have made like installing the Ticket machine or ANPR have had a request for planning permission I'm told,0 -
Should there be a sign on entry that outlines the fact its a tariff car park and what those tariffs are the more I read into this the more it seams to be a bit of a Venus fly trap situation. You drive in , dont even look for signs as theres no indication its pay and display. Its only after the event you even get a clue there are signs via the invoice0

I have more photos from my partner who actually went and photographed the machine to see if its working
which is it pay by phone or pay at the new machine, no signs to explain this?

ANPR on poles require planning permission. That's what he was hinting! Complain to the Council that there is no Planning Consent for that ANPR camera on a pole.

A bit of an !!!!!! I think we have made of this
So we received an email not a letter today after badgering parking eye for the past week , initial appeal which was basically a skeleton appeal of what we would be sending to POPLA had no response via email or in writing
As I understand it they have 28 days to respond as it was getting close to the cutoff date for how long they have to respond I started asking where our response was
PE alleged to have sent it on the 7th yet no email or letter has arrived my badgering them has conjured up a pdf file they say was sent . Do they have to send it in writing? Im pretty sure a rejection of appeal sent on the 7th would have arrived by now as its the 29th
I was devastated to find out they have rejected our appeal, lol I’m glad I never spent a long time on it , reality was we just wanted a POPLA code
However we now only have literally considering it’s bank holiday im going to have 2 -3 days to get my popla !!!!!! together
What to do?

Popla says I have 28 days from rejection to appeal which means it needs submitting by Thursday latest0

PoPLA codes last for 32 days.I married my cousin. I had to...I don't have a sister.

Also council planning have confirmed no planning permission the head of planning was informed via our MP and has been out to photograph the signage another thing is I have actually been and photographed where several people in the party parked and it’s literally pitch black unless you have headlights on and there are no signs at all in this area0
