That isn't a contract, nor is it proof that a contract exists.
I could say in writing that I am married to my Lovely Cousin, but it is not proof that we are lawfully wed, only that I say we are.
Proof we are wed would be either documents held at Somerset House, or a copy of our wedding certificate.
Likewise, the above is only a statement by a person or persons unknown that ParkingEye have authority to act on behalf of an unnamed company or organisation at an unidentified site. It is not actual proof that they have authority. That would be in the form of a simple contract signed by a person with express or implied authority from both parties in accordance with Section 43 of the Companies Act 2006, or a document validly executed and signed by two authorised persons from each party in accordance with the Section 44 of the Companies Act 2006.
The letter refers to signage, BPA requirements, and the PoFA. Not having advertising consent for signs is a breach of Para 12 of the PoFA, a breach of the BPA's CoP, and is also a criminal offence.

Thank you very much sir I will amend my 2000 words pointing out they have furnished no proof of anything we included in our detailed appeal,their sign plan is wrong and several signs don’t exist at all and they may have to take this up with their contractor looks they paid for 8 signs and got 5 ( obviously this will be sarcasm) , they have now admitted they had a plan but failed to send it to the council to meet their legal obligations ,and that daylight photos are fantastic but we parked in the darkFruitcake said:That isn't a contract, nor is it proof that a contract exists.

Omg I should probably simplify it to PE ltd have furnished no evidence to rebutt or disprove that we never saw any signage as evidenced in our Detailed appeal the error prone cut and paste pack of documents they have supplied does not refute any of our claims, I’ve been sat typing this up in word watching the word counter0
