The Pay at Meter sign could easily have been hidden by one of the school buses, and the PDT machine itself would be invisible behind a tallish car or van. A driver wouldn't see the signs on the left wall as they entered, and by the time the Have you Paid and Displayed? sign was seen on the way it, it would have been too late.
When you get to the PoPLA stage, use GSV images and manipulate the positions and angles to highlight how they are not prominent, and how they could have easily been missed to support your Inadequate Signage point.I married my cousin. I had to...I don't have a sister.

This is so true there was a panel van blocking the view of pay meter and most of their signs are really low not high enough to notice immediately when you arrive.
