No, saying no to mediation is a sensible thing to do and the judge will take no notice of it.  Imagine a scenario: -
Mediator: Sasanova, will you agree to pay £Full
    Sasanova: No
Meidator: How much will you pay?
    Sasanova: £Zero
    End of mediation!

The Judge will take no notice.  Mediation is utterly unsuitable and a waste of everyone's time in a parking case.

It's a bullying 'you've got no chance.  How much will you pay?' uncomfortable experience for you, coming from a non-legally trained Mediator, whose job is to lean on Defendants to force settlements.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I sent the N180 by email and signed it electronically, will that be acceptable? Also sent a copy to dcblegal I also asked them to forward me a copy of the landowners lease of their client, don't know if it makes any difference at this stage.

Sending by e-mail and digitally signing is fine - you are unlikely to get copies of landowner agreements or contract at this stage, maybe at witness statement stage.

Hi there I'm still waiting for the court date since I sent the N180 in now earlier this week I received another dcb legal letter for the 2nd ticket as I have 3 altogether in space of a week back in 2018, do I ignore it and wait for ccbc letter or should I  respond to it with similar defence I sent in to ccbc please.

    Crikey. That's a long sentence.

I'll just deal with this bit...
"I'm still waiting for the court date since I sent the N180 in...".

Does your MCOL Claim History show that the CCBC have received your Directions Questionnaire?

You could always ring the CCBC - number on your Claim Form - and ask them what's going on, but it may take a while for them to answer the phone.

If that is a Letter before Claim then you can use the relevant bits of this response I've adapted a few times to make a roboclaim idiot shut up:

Thank you for the reply, we'll as soon as I sent N180 on line I received an automated response confirming so but I did mention I maybe out of the country in August so perhaps I will hear from them in September.

Yes it says Letter of claim at the top like a heading and thank you for the links, I will reply to them to let them know I'm contesting their claim but wouldn't hold my breath that they would drop it after 4 years of hounding me! What I don't get why they are chasing the 3 tickets separately instead of all together as one case surely that's wasting court time and clogging the system up.

Which is already covered in the example response that I pointed you towards, to copy and adapt.
