From a legal perspective, something posted first class (with proof of posting) is deemed to have arrived 2 working days later, unless the contrary can be proven.

So, as some have implied above, context is key. What was it you posted and who is saying it hasn't arrived?

A benefits claim form to DWP and DWP tell me that it has not arrived

Not sure if you are aware, but post to the DWP goes to a scanning dept who will scan it and it will then be loaded onto the system. But they are known to be behind. So I would worry for a couple of weeks.

Going back pre - covid. We sent a claim form in & it was nearly 3 weeks before we got a text to say thanks for the claim form.
Right thanks but my DWP contact has sent me a second form to fill in already
Well you could fill them in again.
Just one thing do not waste money sending it recorded delivery. As no one at DWP will sign for it.
We had planned on using paid for "guaranteed signed for" next time - so at least we would lknow that it had arrived - it seems pointless to use free "tracking" since it doesn't prove anything....

There is no free tracking on letters. You can either use signed for which shows when it enters the system and when it is delivered or special delivery which is fully tracked. Neither give automatic  consequential loss insurance though.

As above signed for will not be signed for by DWP anyway but it should show as arriving.

That's all what we need to know

If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.
  • How is a "certificate of posting"  £20 claim made, in any case ?
If there is no tracking - how do RM accept a claim ?
Does RM accept the customer reporting a lack of delivery or what ?

It should take a maximum of 2 or 3 days for RM to actually deliver the letter - so it is sitting in a pile AT DWP ??

Yes. You only need proof of postage to make a claim.
But if you can't prove the value of the item you only get six first class stamps.
If an item's lost, damaged, delayed or has arrived with contents missing you may be able to make a claim (royalmail.com)

Do they automatically text you straight away - as soon as our letter arrives or do I need to keep asking?

No. Only when it's picked up by the system.
They do not text when it is physically received.

Signed for are automatically deemed as delivered once post person delivers them and marks it as such on their devices, it will show as delivered ,probably even show the posties scribbled sig, so it doesn’t matter whether DWP want to sign for it or not.
But if it's not on the system,as far as DWP it's not been received & they can not progress the claim. Even if you have proof it was.
When we sent our claim in DWP advised not to use recorded (waste of money & this is MSE after all 👍), just get proof of posting. As if it's not on the system you are going to have to send it again anyway.

For people sending these type of letters.
Either standard post with COP, SD if you feel flush or my choice would be RM Tracked.
You need to buy online at RM not from a PO but it is a fully tracked service with high QOS focus in RM.
