Plus I think I already said what your main points for the WS will be because the fact you were not driving isn't the main issue.
Most UKPC cases are in fact won on unclear signs and lack of grace period.
I know you showed us the PCNs that suggest they observed the car for a few minutes but I didn't ask for the windscreen PCN. I advised you to look at the times on their photo evidence.

Hi Coupon-mad, thanks for your reply, sorry i do not quite understand, the windscreen pcn you cannot read from their photos as shown, i understand the main issue as you state because i was'nt driving, but sorry if i sound a but thick,lol, i don't think it actually shows how long car was stationary for, unless i am missing the point, only the minutes they allowed before issuing ticket, is there something i am not

In the first windscreen picture above there is what appears to be a note of some sort on the dashboard.
I wonder why that doesn't show in subsequent pictures?
Similarly, in that first picture the driver's sun visor is folded down, the other pictures show it folded up.

Ok , so you can see the yellow sticker on the windscreen , it contains a PCN issued by the patroller to the vehicle , therefore to the driver , when they return to the vehicle , to read
The timings and contravention and VRM details would be on that PCN , a copy of which you should have due to the SAR reply
Coupon is talking about that document , which is an NTD , a Notice To the Driver , a windscreen PCN inside the yellow plastic envelope
The next document in your SAR reply should be a postal PCN , an NTK , posted to the keeper at their Registered address on the DVLA database , namely , either you , or your partner , so a letter in the post , the first one , invoicing the keeper and asking them to pay or to name the driver
Seeing as there was a windscreen PCN , POFA changes timings to between day 29 and day 56 following the incident date , so over one month after the event
We cannot see all the information on those pictures , so are in the dark about some of the timings and wordings , it's your job ( or your partner's job ) to check those documents against POFA , for compliance or non compliance
As for ferreting out the driver , clearly you accept that they are !iable ?
If yes , then if you lose in court and were asked to pay £300 , you would expect to pass this onto the driver to pay up or to reimburse you , wouldn't you ? I would
If they refused to pay up , in full , you do what UKPC did to you and take them to court , using MCOLSo that is the reason in getting Poirot to discover the culprit , to make them pay !
Knowing who was driving won't stop this court claim and hearing going ahead , because UKPC are after the keeper , using POFA to do so2 -

Page 7 , the windscreen NTD , issued by the parking patroller to the vehicle on the incident date , check the timings , bottom left , as she says above

Hi Keith, there were 2 seperate occassions, with 2 pcns issued, we were touring Norfolk and Skegness in an old campervan we bought as lived in a village in the middle of nowhere and a group of 12 to 16 year old were vandalising property and cars in the village, police were called out numerous times when villagers reported but nearest police station was 8 miles away, so we thought get away for the summer whilst they were on holiday, we were away on both dates tickets were issued, and i was not the driver, but i was the keeper, it could have been one of 6 or 7 people who used the car but no one is owning up to it, though i have no idea where neighbours are who we think probably used the car, and even if we located them am sure they would not own up, and as Redx has specified basically was my fault for not hiding keys up, but at the time it never entered my head, sorry if i confused you letting you think was only one pcn issued0

Those appear to be 2 different occasions , more than 5 weeks apart
Each occasion should have 2 photos taken nnnn minutes apart ( observation time )
Each NTK ( through the post ) should have the same details replicated on them and comply with POFA
So 2 windscreen PCNs , inside the plastic wallets , nothing to do with POFA , but driver liability
And 2 postal NTK PCN s , alerting the keeper to the problems caused by the driver , Inviting the keeper to either pay , or dob in the driver1
