    Ignore it and wait for your PoPLA code, (or a cancellation if you are lucky).

    Complain to the BPA if a code has not arrived by about day 38 from the date you appealed. The BPA CoP says it should be provided by day 35, so give them a little leeway, but not too much.

    A lot of what they have put in that letter is at best, incorrect.

    The NTD was not issued directly to the vehicle, although some person or persons unknown left a piece of litter there.

    The 14 days has nothing to do with the DVLA or when a PPC receives info from the DVLA. It starts the day after the date of the alleged parking event as clearly defined by the PoFA 2012 (where no NTD was given, which in your case no NTD was given).

    Their comments about being able to hold the keeper liable are incorrect. Keeper liability can only apply when certain very specific conditions have been met by the PPC. In your case these conditions have not been met, therefore they are wrong to say that you are wrong.

    They are fishing for the driver's details because they know they cannot hold the keeper liable. There is no law in the UK that can force anyone to name the driver.

    Thank you very much for your time @Fruitcake and appreciated it. 

    On their website platform, I noticed that they have changed the original NTD reference number (12 Dec 2021) with the new one send by post (16 Jan 22) but the pictures are still dated 12 Dec 2021. 

    Apart from that,

    May I update the appeal with that paragraph again: 

    '' Re PCN number: 14830xxxxxx


    I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner and to the BPA.

     

    First of all, I was delivered a letter by post with a topic Re: Parking Charge - Notice to Keeper and it mentions that '' this parking charge notice supercedes 1483013YYYY  which has been reissued''. I do not understand why you spercedes a parking charge notice with a new one and sent it to me as I am only the registered keeper of the vehicle.

    That letter delivered to my home is a Parking Charge Notice and it is dated as 10.01.2022. The NTD should not be sent by post to the keeper of the vehicle. It is illegal.

    There is no legal requirement to name the driver at the time and I will not be doing so.

    Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.
