UKPC Wrong VRN on the PCN

You were asked to show us a redacted picture of the postal NTK , so we can check things , like the VRM on it , so we can check if the correct VRM details are on it for example

Now you will appeal as keeper using the blue text template as the basis of the keeper appeal , possibly with added carefully chosen words if we find out if this new letter is showing the correct VRM , and not the incorrect VRM

At no point do you reveal who was driving , not to anyone !

I get a NTK, now I wıill use the template in blue text and add a one liner stating that no NTD for vehicle registration X was given, therefore the strict requirements of the PoFA have not been met and the keeper cannot be held liable.

In which channel should i send my appeal ? Via UKPC website or via post office? 

Is there any chance of sending a link of that blue text at moneysaving experts website? I am new and could not find those templates : /

Thank you for your time @Redx . I could not add the redacted document because I have no laptop or tool to make it redacted nowadays, I am not at home. The new PCN (on the right hand side of the letter) is with the corrected VRM.

Yes, that's exactly what you should put. 

Use UKPC's appeal portal. The NTK will give you the information how to do this.

Copy the appeal in blue text from the NEWBIES Announcement, then add the one liner as above. The NEWBIES is at the top of the forum where you started this thread. It looks like this and asks everyone to read it first.

Do you want me to delete any additional paragraphs of the appeal below? Even if it is recommended to use it as One template for all, I added the last 4 paragraphs to the original blue text?

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

I WANT TO ADD THESE PARAGRAPHS: 

No NTD for vehicle registration X was given, therefore the strict requirements of the PoFA have not been met and the keeper cannot be held liable.

You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

There is no legal requirement to name the driver at the time and I will not be doing so.

Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

The number on the NTK of course. Like I said before, what was left on the car was a piece of litter, and nothing to do with you or the registered keeper of your car.

I have suggested a few other changes, but I think you have got the idea.

After our first appeal, i got the letter below after 4 weeks later:

In addition, they mentions that the 14 days period starts after they get the information from DVLA. Is that right?
