So Plan A is out. All 3 retailers have replied to me and have all essentially said the same thing: as the carpark is for multiple shops, they cannot help me with the PCNs. The retail park is Urban Exchange and they haven't responded to my complaint from December.
So onto Plan B, defence and onwards.

No 'Notice to Hirer' document was ever sent to me. Is there any point of me contacting the dealership and trying to see if any hire documents were signed?

In the meantime, I'll begin to formulate a defence for each PCN - the first as RK of my vehicle and the second one I will make sure to include that the PPC didn't abide by paras 13 and 14 of hirer/keeper liability. In both cases, I was certainly not the driver so like you have all mentioned earlier, this helps me. I'll refer to earlier Highview threads to help me.

Hi all, no LBC has arrived yet for either claim. The 'letters of claim' from DCB were dated 13/12 and requested payment within 28 days. I emailed them on 21/12 requesting the 30 days for the claim to be 'put on hold' - they never replied to this.
Is there any way I can check if an LBC has been sent out/I've not received it? Generally my mail is delivered fine, but I am unlucky enough that if anything were to go missing, it would be the LBC.0 -
A letter of claim is the LBC. I think you mean the claim.
As long as they only have one address for you, not an old one that the PPC also used earlier, you have no claim against you. There is no way to check.
Your timeline is similar to a LBC that I helped a family member to reply to robustly (same solicitor, also in December ) and she has also heard nothing and definitely only one address is 'live'.
I suspect the Claimants will wake up at some point though.

Thanks CM, I hope so. I'll call in to my old address sometime today or tomorrow and see if anything has been delivered there. They sent these recent letters to my current address and when I emailed them, I also reiterated my address of service, so there should be no reason why it would get sent to my address from 2017, but you never know.2

No I didn't..
The PCNs they sent me from late 2018 onwards, copies of the original PCN, had been sent to my current address. All subsequent letters have also been sent to my current address so I didn't think to tell them to erase my previous address.

Okay I've emailed DCB telling them to erase any address they have on file for me thats not my address for service.
I went by my old house and the current residents had a letter for me from June from DCB - it was a "final debt collection letter". The next correspondence i had was the LBC in December to my current address. There's nothing else there but they said they would keep an eye out for any claim letter just in case1
